We regularly use our insight and experience to respond to consultations relevant to Scotland’s ethnic and cultural minority communities, Race Equality, and Human Rights.
Lobbying
BEMIS maintains regular contact with relevant members of the Scottish and UK Parliaments and Government to discuss and advise on policy decisions.

Hate Crime Strategic Partnership Group
The Hate Crime Strategic Partnership Group was established in April 2022 to ensure a multi-agency, strategic approach towards the development of the Hate Crime Strategy. The group includes organisations from the third-sector representing the characteristics protected under the Hate Crime and Public Order (Scotland) Act, as well as justice partners, and public bodies.
Human rights: Incorporation and Implementation Oversight Board
This board was established in March 2025 and brings together representatives from civil society groups, public authorities, academia and representatives of the lived experience of rights holders.
Its role is to provide oversight and advice on activities to advance development of the proposed Human Rights Bill and take forward early rights implementation activity. Members receive updates on progress and provide feedback and advice to Scottish ministers.
